Then there is a substantial body of townhomes, condominiums and hillside homes built from the 1980s through the 2000s as oil operations contracted and land was released, much of it under concrete tile with HOA governance attached. One last point that catches people out: Signal Hill is its own city with its own building department, so permits go through Signal Hill rather than Long Beach or the county.
